SENATOR LUJAN INTRODUCES BIPARTISAN BILL CALLING FOR THE EQUAL APPLICATION OF CTP RULES FOR AIRPORT POLICE AND FIRE

(Hagåtña, Guam) – Parity and consistency in the application of Certified, Technical, and Professional (CTP) Rules and Regulations for police and fire positions are coming to the A. B. Won Pat International Airport Authority, Guam (GIAA) with the introduction of Bill No.275-37(COR), sponsored by Senator Jesse A. Lujan and co-sponsored by Vice Speaker Tina Rose Muña Barnes, and Senators Christopher M. Dueñas, Dwayne T.D. San Nicolas, Telo T. Taitague, William A. Parkinson, Roy A.B. Quinata, Joe S. San Agustin, and Thomas J. Fisher. 

The Guam Airport’s dedicated employees also include its 24 hours a day, 7 days a week Airport Police and Aircraft Rescue and Fire Fighting employees that each and every day keep the traveling public and the thousands of people that traverse the airport safe and secure,” the Republican lawmaker stated.

Currently, the Airport Police (AP) and Aircraft Rescue and Fire Fighting (ARFF) employees fall under the Government of Guam’s Law Enforcement Officer (LEO) Pay Plans and the Department of Administration (DOA) Rules and Regulations which has created inconsistencies in the application of personnel rules and pay increments and adjustments.  

 “It only makes sense to ensure that this autonomous, self-sustaining agency is able to achieve consistency in the application of its own personnel rules,” Senator Lujan continued. 

Historically, AP and ARFF employees have received the pay adjustments as a result of Public Law 29-105 — which provided 40% pay increases over a period of time — and the most recent 18% increase to LEO Pay Plan employees implemented in 2022. 

Even with these across-the-board pay adjustments, Airport Police officers—for example—are compensated among the least of all the law enforcement entities. With the most recent GIAA Board-approved update to GIAA CTP pay scales, AP and ARFF positions received modest pay adjustments, but without the parity and consistent application under the CTP rules, full internal equity cannot be achieved. 

“I am happy to say that Bill 275 -37 has no impact to the General Fund of the Government of Guam and airport officials have indicated that any pay adjustments due to slotting employees into the CTP pay scales as required by the bill had been contemplated in the GIAA’s FY 2024 budget and can be made effective immediately,” Senator Lujan concluded. “We hope for the swift passage of this legislation.”
