Bodybuilding Champion & Fitness Expert

In the 1980s and until 1990, Senator Lujan dedicated his life to competitive bodybuilding and nutrition.

He entered the world of fitness and won the Mr. San Diego bodybuilding contest in 1981. Jesse quickly established himself as a force to be reckoned with in the west coast bodybuilding community and in 1982 he won both Mr. Southern California and Mr. California. By 1983, Jesse had taken the U.S. bodybuilding world by storm and bagged himself the coveted Mr. America title, solidifying his name and position as a national champion. Jesse became an IFBB Professional in 1984 and competed as an official IFBB professional bodybuilder from 1984 to 1990. During the time Jesse competed as an IFBB professional bodybuilder, he was also the Vice-Chairman of the National Physique Committee Southern California from 1985 to 1989. Alongside his duties as the Vice-Chairman of the National Physique Committee of Southern California, Jesse also became the Co-Owner of World’s Gym, San Diego from 1986 to 1990. In 1991, Jesse returned to Guam to become the Health & Fitness Coordinator at the Department of Parks & Recreation. He served in this capacity until 1994. After 1994, Jesse was appointed the Deputy Director of the Guam Health Planning and Development Agency from 1995 to 1997. By 1997, Jesse wanted to try new ventures and became the Operations Manager for Tarza Magical Adventure Zone from 1997 until 2000.

Public Servant & Public Voice

From 2003 to 2020, Jesse pursued his desire to serve the people of Guam running and winning a seat as a Senator for the 27th, 28th, and 29th Guam Legislatures. He then took on another role serving to engage the public  – hosting a radio talk show on KUAM speaking out for the people of Guam.

In 2003, Jesse stepped into the political realm and was sworn into office as a Senator serving in the 27th Guam Legislature. He became the Assistant Minority Whip, and subsequently chaired the  Subcommittee on “Open Skies.” By 2005, Jesse had gained recognition in matters of the state. He ran for re-election and won, swearing into office again, as a Senator for the 28th Guam Legislature. This time he became the Majority Whip for the Committee on Aviation, Immigration, Labor, and Housing. In 2007, Jesse ran for his third consecutive term in the 29th Guam Legislature and won. He was appointed Majority Leader and sat on the Committee on Aviation, Federal Affairs, Labor, Housing, and Committee on Banking & Insurance. After his third term in the Legislature, Jesse took a job at Kuam TV & Radio as a talk show host and connected with the people of Guam on a more personal level. He hosted the show, “The Buzz,” from 2009 to 2018.  With his years of experience, Jesse was hired by the Office of the Vice-Speaker Telena Nelson as her Policy Advisor, from 2019 to 2020.  During the pandemic, Jesse analyzed the island’s economy and saw that more needed to be done. He has provided suggestions and solutions benefiting us all and was encouraged to get back into office. In 2022, Jesse ran as a Republican for a seat in the 37th Guam legislature and won.
