One of his first acts as a member was to introduce Bill 8-37, which aims to improve the current procurement law and procedures on Guam by mandating that all Government of Guam Requests for Proposals (RFPs) and Invitations for Bids (IFBs) be announced and posted on one central website, with timely maintenance to keep the status of all announcements up to date.
