Senator Jesse Lujan Introduces Legislation Mandating all Government of Guam RFPs and IFBs Be Published Online on One Easily Accessible Government Website

Today Senator Jesse Lujan introduced Bill 8-37. 

Bill 8-37 would amend the current procurement law of the Guam Code Annotated so that all Requests for Proposals (RFPs) and Invitations for Bids (IFBs) will be published in one central location online within a timely manner, making it easier for potential bidders to find and track all RFPs and IFBs. The intent of the legislation is not only to increase transparency within the Government but to also ensure that the quality and quantity of bids received are sufficient and suitable for the job. 

The government of Guam should want all RFPs and IFBs to be easily accessible and easy to find. There is currently no one place to find all Government of Guam RFPs and IFBs. Instead, they are published in local newspapers and scattered over numerous government of Guam agency websites. 

“Placing all Government of Guam RFPs and IFBs on one single site on a timely basis will allow the Government to certify that RFPs and IFBs are seen by the largest possible audience of qualified bidders. Therefore, guaranteeing that the government receives competitive bids from all qualified interested potential bidders.” Senator Lujan stated. 

“The government’s goal should be maximizing transparency. Transparency of the availability of RFPs and IFBs ensures a more level playing field. Beyond making finding and tracking all RFPs and IFBs easier, it will also help ensure the timeliness of publishing the RFPs and IFBs online” Lujan asserted. 

“The government’s office of technology already publishes all public meetings and many public notices online at https://notices.guam.gov/. It will certainly not be overwhelming or add too much workload also to also publish the RFPs and IFBs on this same website, or create a separate website just for announcing IFBs and RFPs. ” Senator Lujan said. 

Bill 8-37 does not amend the current requirements but only adds the new condition of publishing the RFPs and IFBs at https://notices.guam.gov/. The current requirements of RFPs and IFBs remain in place. This bill provides more and complete transparency for all government of Guam RFPs and IFBs. 

“This bill adds no costs to the Government of Guam but does indeed improve transparency. I think it will also improve the quality and quantity of bids the government receives for each bid. Also providing better and potentially lower bids due to increased competition, Lujan observed.
