Governor says it’s the Legislature that has the power to declare GDOE in a state of emergency

Gov. Leon Guerrero said she won’t be declaring a state of emergency for the Guam Department of Education — because she doesn’t have the authority to do so.

Sen. Jesse Lujan is calling for the declaration, but the governor said that power rests with the legislature through the Guam Education Policy Board.

Leon Guerrero said while her authority is limited, she is in close contact with acting GDOE Superintendent Judi Won Pat and “will leverage all resources available to the executive branch to support her efforts.”

The governor said Won Pat is pursuing procurements under the “Master Plan for Facilities” as approved by the education board.
